Shooting Suspect Was Released From Probation In August

Just four weeks before Mark Troutman allegedly shot and killed Kathryn Weber-Kuhl, the Lucas County, Ohio Probation Office released the 27-year-old from probation following his successful completion of a diversion program that included treatment for an addiction to prescription pain killers.

Troutman is being held in the Mills County Jail on a charge of first -degree murder for allegedly shooting Weber-Kuhl outside the Linnwood Estates assisted living facility, where she was employed, on the evening of Sept. 17. Investigators said Troutman knew Weber-Kuhl and may have been stalking the 18-year-old Glenwood Community High School graduate because she had ended their relationship. He was arrested less than 90 minutes after the shooting at the Western Inn motel in Glenwood where he’d been staying for a few days.

Troutman lists his residence in Sylvania, Ohio – a western suburb of Toledo. Investigators have released limited information about the nature of Troutman’s relationship with Weber-Kuhl, but said Troutman had been to Glenwood multiple times prior to the Sept. 17 incident.

Glenwood Chief of Police Eric Johansen has declined to discuss the nature of the relationship between Troutman and Weber-Kuhl.

“I can’t comment on an active investigation,” Johansen said.
More than a week after the shooting, limited details have been released by authorities.

According to online court records, Troutman had been on probation as part of a diversion program related to an arrest for theft of drugs and possession of drugs in 2013. Following his initial arrest, Troutman did not appear at his arraignment and was not officially charged with the two fourth-degree felonies until nearly two years later in June of 2015. He entered a plea of not guilty to the charges and then reached a plea arrangement to enter a drug treatment program. After successfully completing the program and the terms of his probation, the charges were dropped and Troutman’s probation was terminated Aug. 18, 2016.

A check of Troutman’s online footprint reveals a limited presence on social media. A Facebook account identified as Troutman’s appears to have been created Aug. 29, 2016. The account lists just one friend and very little else. The page indicates his relationship status is single, he graduated from Sylvania Southview High School and he attended the University of Toledo. The university’s registrar’s office confirmed Troutman graduated in 2013 with a degree in pharmacology. Troutman last posted on his wall Sept. 2.

A twitter account registered to a Mark Troutman of Sylvania, Ohio under the handle @TroutMarkman was opened in 2009 but the last of its 10 total tweets came Dec. 25, 2011.
