Apartments Proposed For Former Pool Site

A public hearing to approve the rezoning of property on the 300 block of North Elm Street that used to be the site of Glenwood’s outdoor swimming pool is scheduled to take place Tuesday, March 10, 7 p.m., at City Hall. The city council is considering rezoning the property from R-3 (Urban Family Residential) to R-4 (Multi-Family Residential) at the request of the property’s owner – Cory Leick.

Glenwood Mayor Ron Kohn and City Administrator Angie Winquist said Leick has expressed his desire to build apartment units on the site and is expected to be on hand at the public hearing to share his plans for the property and answer questions from council members and citizens.

R-3, the current zoning classification for the property, only allows for the construction of single-family dwellings on small lots along with low-density multi-residential structures, such as duplexes and townhouses.

The R-4 zoning classification allows for multi-family units, such as apartments, with supporting and appropriate community facilities.
Leick purchased the 2.21-acre piece of property from the city in 2012 for $62,000.

Other agenda items from the Glenwood City Council’s Feb. 25 meeting included:

* * * The city council established the following rates for the summer swim season at the Glenwood Aquatic Center:

Season Passes (Individual) – Students (ages 5-17), $65; Adults (18 and older), $75; Senior Citizen (62 years old – plus); Military (active, retired, veteran living in Mills County), $65; Firefighter/EMS/Law Enforcement (working in Mills County), $65.

Family Pass – Household Family Pass, $175 (up  to 6 people – parents and minor children 17 years old and younger residing at same residence. Maximum 2 adults per pass. Additional $10 for additional minor living at same address). A grandparent, nanny or babysitter 16 years old or older may be added to family pass for $30. Members of the Mills County YMCA will receive a $10 discount off the price of an individual pass and $15 off a family pass.

Single-day Admission – Students (ages 5-17), $3; Adults (18 and older), $5; Senior Citizen (62 years old – plus), $2; Children (age 4 and younger), free.

Sunday Family Fun Day - Every Sunday up to 6 in family, $15.

Party Rental Semi-private (2-hour limit, facility still open to public) -  1-15 people, $125; 16-50 people, $150.

Party Rental Private (8 – 9:30 p.m., $100 extra will be charged after 9:30 p.m.) – 1-25 people, $200; 26-50 people, $250; 50-plus people, $300.

*   *   * Eric Mauer, representing a company that supplied fireworks and assisted the Glenwood Band Parents and Glenwood Campus Life with sales from their fireworks stands last summer requested that the city amend its ordinance to allow fireworks sales up to 10 p.m. on a nightly basis. The current ordinance allows sales until 8 p.m.

Mauer noted that Glenwood is a commuter community and said through the partnership with his company, Band Parents and Campus Life raised around $20,000 in fireworks revenue last year, but that revenue number would be larger if the stands could stay open until 10 p.m.

“We’re losing out on sales to Bellevue and Council Bluffs and inconveniencing families,” Mauer said.

The city council is giving Mauer’s request consideration. Police Chief Eric Johansen said he has no opposition to amending the ordinance to allow sales until 10 p.m.
